The article deals with the relationship between codification and regulation of cultural heritage, also from a historical and comparative perspective. In particular, the author examines the twenty years of the Code of Cultural Property and Landscape (Legislative Decree No. 42 of 22 January 2004). The analysis focuses on the context, legacy, and points of tension that char- acterised the preparation of the Code, the choices made, and the gaps in the legislation, as well as the trends toward change that have emerged in recent years. Finally, some concluding remarks are made on the overall assess- ment of these twenty years and the future of the Code.
